The initial assessment should include an inventory of tools and technologies that are already in place. The incumbent tools have advantages over new tools—no new purchases are required and staff is already familiar with the tools.
However, the content strategy should be driven by the business goals and not the capabilities of the incumbent tools. Using existing tools can reduce the cost of training and of software licenses, but it also tends to result in incremental rather than radical changes. If your information products are currently effective, this may be acceptable. If not, a drastic change in workflow may be the needed shock to the organization.
